They accounted for about 40% of the nation’s actual use of total foreign investment, highlighting their appeal to global investors.

The high-tech zones are actively promoting the application of AI technologies, including large language models, in key sectors. Wu Jiaxi, deputy head of the MIIT planning department, noted that initiatives such as releasing AI application scenario lists and organizing industry-academia collaborative events have accelerated AI adoption.

Additionally, companies within these zones have established innovation centers for humanoid intelligent robots and developed advanced systems like on-chip brain-computer interface intelligent interaction systems. These breakthroughs underscore the zones’ role as incubators for cutting-edge technologies.

Industrial clusters—groupings of companies and institutions that collaborate and exchange resources—are a key focus in these zones. Experts highlight that such clusters represent an advanced form of industrial division of labor and agglomeration development, aligning with China’s push for high-quality manufacturing growth.

For instance, the Wuhan East Lake High-Tech Development Zone in Hubei province reported over 600 billion yuan in revenue from its optoelectronic information sector last year. The zone has prioritized advancing core technologies, establishing world-class innovation platforms, and fostering industrial clusters in integrated circuits and optical communications.
